6086- 100 –MR- 2550- 01 1. GENERAL 1.1 Scope This specification defines the minimum technical requirements for the manufacture of plate material intended for use in API 620 welded low pressure storage steel tanks for the Guangdong Dongwan Jiufeng LPG Terminal Project. 1.2 The MTO shown in ATTACHMENT SHEETS hereinafter may be amended until issue of L/C. 1.3 The material furnished shall be conform to the applicable requirements of the listed specification but is not restricted with respect to the location of the place of manufacture. 1.4 The materials supplied according to this material specification shall conform to specification A20/A20M. These requirements outline the testing and retesting methods and procedure permissible variation in dimensions, and mass, quality, repaired of defects, marking, loading etc. 2. CODES and STANDARDS 2.1 The plates shall be manufactured according to the latest edition of the following codes and standards: ASTM standard A537/A537M ASTM standard A20/A20M 2.2 Any conflict between the requirements of this specification and the listed codes, standards identified by the SUPPLIER shall be brought to the attention of the PURCHASER. The Purchaser's decision will be final. 3. MANUFACTURE 3.1 All plates shall be supplied in quenched and tempered condition. The tempering temperature shall not be less than 595oC for not less than
6086- 100 –MR- 2550- 01 1/2hour. 3.2 Fully Killed steel shall be made of fine grain practice. 3.3 All plates shall be manufactured by the open hearth, electric-furnace, or basic oxygen process. 3.4 Chemical requirements shall be as per ASTM A537/A537M, A537 Class2. The following chemical composition shall govern: (The chemical composition indicated in following table is for heat analysis)

The Nickel may be increased to a maximum 0.5 percent on heat analysis provided that maximum carbon content is 0.2 percent on heat analysis. 3.5 The heat analysis carbon equivalent (C.E), for intentionally added elements only, shall not exceed 0.45% when based upon the following equation: CE=C+Mn/6+(Cr+Mo+V)/5+(Ni+Cu)/15 3.6 Mechanical requirements shall conform to ASTM A537/A537M, A537 Class2 as set out below. 3.7 The plates shall receive Charpy V-notch impact energy testing in accordance with following requirements and supplementary requirement S5 of ASTM A20/A20M.
6086- 100 –MR- 2550- 01 Impact test specimens shall be taken transverse to the direction of final plate rolling. Charpy impact tests shall be taken at temperature of -45°C. The minimum average energy value of the three specimens of plate shall be 48 J, with no one specimen below 41J. Full size (10 by 10 mm) specimens shall be used when the plate thickness permits, and their central axis shall correspond as near as practical to the 1/4t plane in the plate thickness t. Where the plate thickness is insufficient to obtain full-size specimens, sub-size specimens shall be used. The sub-size specimens may have a width of full material thickness or may be reduced in thickness to produce the largest possible standard sub-size specimen listed in Test Methods and Definitions A370.

3.8 The tolerance of plate thickness indicated in the attached plate lists shall be as per ASTM A20/A20M. But the minimum minus tolerance is 0 mm. The plate edge shall be cut. The SUPPLIER shall ensure that the plate is rectangular. The permissible variation on width and length shall be positive, and the camber and tolerance of right angle shall also be taken into account by SUPPLIER to ensure that the plate size specified in the plate list is minimum rectangular. 4. PWHT The plates indicated with a "SR"(Stress Relieved) in the attachment sheets to this specification shall have the simulated PWHT of mechanical test coupons as a supplementary requirement. 6086- 100 –MR- 2550- 01 relief shall be carried out at temperature of 593°C for 1 hour per inch of shell thickness, and the heating and cooling procedure shall be as per the requirements of par.6.18 in API 620-1996. 5. INSPECTION AND TESTING 5.1 The inspector and/or representative of the PURCHASER and/or The Third Party Inspection Authority shall have to entry while work on the contract of the purchaser is being performed, the detail is defined in P.O. 5.2 All plates shall be free from the following defects: inclusions, seam scabs, longitudinal or transverse cracks, scaling, cuts or scratches, etc. 5.3 All annular plates and bottom shell course plates shall have 100% Ultrasonic examination. Ultrasonic examination shall be carried out as per ASTM 435/435M. 5.4 For all other test requirements are as define in A370. 6. QUALITY 6.1 General Plates furnished under this specification shall be free from injurious defects and shall have a workman like furnisher. 6.2 6.2.1 Surface imperfections All injurious surface imperfections shall be removed by the manufacture of discrete cut lengths. 6.2.2 Shallow imperfections shall be grounded to sound metal, The grounded area shall be well faired and the thickness of ground plate shall not be reduced below the minimum thickness permitted. 6.2.3 All surface imperfections, the removal of which will reduce the plate thickness below the minimum shall be caused for rejection of the plate. However by agreement the metal so removed may be

MARKING 7.1 Each plate shall be marked in accordance with relevant P.O and applicable code showing the material type and grade number. 7.2 Heat number and identification of lot must be marked on specimens relevant P.O mens cut for tests. 8. PACKING AND SHIPPING Care shall be taken in packing and shipping to ensure that the plate is not damaged during transportation. 9. DOCUMENTATION 9.1 All the documents shall be furnished in English language. 9.2 A certificate shall contain followings as a minimum: -Purchaser's purchasing order No. -Supplier's identification -Grade of steel -Material designation and specification No. -Heat No. -Material test report (Chemical Composition, CE, Mechanical Properties, impact test) -Ultrasonic test report -Dimensional test report. -Visual test report. (mentioned in mill sheet as "good") 9.3 The material shall be uniquely identifiable from original SUPPLIER to point of receipt by PURCHASER 9.4 Material Mill certificates for all steel plates, proving compliance with the
