PURPOSE This procedure and guidance information had been developed to highlight fire hazards and the precautions and suppression facilities necessary to prevent fires from occurring or spreading on XXX project to prevent loss of life .serious injuries and damage to plant, equipment and structure.

2

RESPONSIBILITIES 2.1 Site HSE manager 2.1.1 To ensure that the workings of this procedure are known and followed by personnel with specified duties. 2.1.2 To assist with the development of the written emergency plans. 2.1.3 To regularly monitor the application of the procedure. 2.1.4 To provide whatever training is required for fire teams and fire guards. 2.1.5 To ensure that fire detection systems provided are adequate and that regularly and routine maintenance schedule are being followed. 2.1.6 To provide personnel tasked with checking and maintaining fire extinguisher. 2.1.7 To arrange fire prevention and fire extinguisher training to other necessary persons working on the project. 2.2 Administration 2.2.1 Provision of a written emergency plan encompassing all areas under his control and supervision is prepared. 2.2.2 That an appropriate number of office staff is assigned with the responsibility to act as fire guards, with the duties of marshalling and controlling the evacuation of premises. There shall be a minimum number of two marshals for each muster point. 2.2.3 That office staff (in particular news starts) are briefed and kept update on fire and emergency response procedures including muster points. 2.2.4 Maintenance of an inventory of flammable materials and control the usage to the minimum required. 2.2.5 Provision of lidded wasted containers for the safe disposal of aerosols which have contained flammable materials. 2.2.6 Ensuring that a clean desk policy is being adhered to and that materials are not allowed to accumulate, by regular housekeeping and checks of the offices at the close of business. 2.2.7 Daily checks of the office to ensure that walkways are not obstructed, carpet and other fittings are secure, fire doors kept closed and that means of escape are being maintained.

2.2.8 Provision of metal filing cabinets for documents, stationary and other potentially combustible items. 2.2.9 Liaise with the electrical/instrumentation department for inspection, testing and serving of fire alarms, smoke detection units etc. 2.3 Camp manager 2.3.1 Kitchen areas are a particular location for fire hazards and shall be monitored to ensure that electrical and gas fittings are being turned off after use and do not present a fire hazard. 2.3.2 Clear glass doors shall have the direction of opening e.g. push/pull and a warning strip placed to prevent personal running into them. 2.3.3 Training in the use of fire extinguishers shall be given and signs displayed highlight the emergency procedures. 2.3.4 Ensure that personnel are informed not interferes with fire detection or fire fighting equipment; 2.3.5 That a “NO SMOKEING” and “NO COOKING” policy apply in the bedroom areas. 2.3.6 Ensure that night security guards regular patrol the camp areas and ensure that fire has not broken out; security lights are operable and identify any other potential area of risk. 2.3.7 Liaise with the HSE department and administration manager on all fire prevention matters. 2.4 The workshop superintendent 2.4.1 Workshops are maintained in a neat and tidy manner and that waste oil, rags and other flammable materials are removed at the end of each shift or as necessary. 2.4.2 Those workshop personnel are instructed on the use of fire extinguishers, raising the alarm and fire hazards in the work place. 2.4.3 Battery recharging will be in conducted in well ventilated areas, with no smoking signs and fire extinguishers in place. 2.4.4 Areas around pedestal grinders and other hot work type activities are kept free if combustibles. 2.4.5 Welding and burning shall be screen and controlled to prevent fire risk and exposure to personnel, 2.4.6 That flammable liquids such as; gasoline, diesel etc. are not used for cleaning purpose. 2.4.7 Provision of adequate storage areas that are location in places where exits, passageways and stairways are not adversely affected.

Site supervision 2.5.1 Particular care to be taken when carrying out hot work operations in location where combustibles may be present. This will include precautions, such as, inspection of the surrounding area, removal of any combustibles materials, protection by fire blankets and provision of fire extinguishers, 2.5.2 Compressed gas cylinders shall be closed when not in use, stored and used in an upright position, have their protection caps fitted when moving and transporting them(unless by cylinder trolleys) 2.5.3 Compressed gas cylinders shall be kept clear of electrical equipment and cabling where they may become part of an electrical circuit. 2.5.4 Gas cylinders shall not be taken into confined spaces, and feed hoses and nozzles when used in confined spaces shall be s moved when not in use. 2.5.5 Oxygen cylinders shall be kept free of oil and grease. 2.5.6 Valve keys shall be left in position on the valve stem at all times when the cylinders are in use. 2.5.7 Fuel gas and oxygen hoses shall be clearly distinguishable in good condition and secured properly. (Wire is not permitted) 2.5.8 Cylinders shall be fitted with flash back arrester. 2.5.9 Fire extinguishers shall be available before hot work commences and personnel trained in their correct use.

DEFINITION Fire hazards Fire hazards include the following, but not limited to: ? fires in office ? electrical faults ? vehicles ? fuel storage ? flammable gas storage ? smoking ? hot work

INSTRUCTIONS

The following instructions apply to the precaution and arrangements necessary for the protection of life and property on the project. 4.1 General 4.1.1 A small fire on a construction site can easily spread to a major disaster if not property controlled.

4.1.2 Accommodation could be wiped out with a loss of our most valuable asset(the workforce) 4.1.3 Fire prevention and detection save lives, buildings, structures, plant and production down time. 4.1.4 Fire prevention is a lot more cost effective than fire investigation. 4.1.5 The following general instructions shall be followed and adhered to: ? Materials and equipments shall be maintained in an orderly manner that reduces or prevents the possibility of fire spread. ? Materials shall be not stored in a manner that obstructs fire points, sprinkler heads, alarms, emergency exits, electrical panels and walkways. ? Materials will not be stored close to, or in a manner that conceals, floor openings or hoist way. ? Consideration shall be given to the fire loading imposed in an area by the placement of materials. ? Doors provides for emergency escape will open outwards in the direction of travel. ? Equipments will not be fuel while the engine is running ? Smoking is prohibited whilst refueling activities are taking places. ? Incompatible materials will not be stored in proximity to each other. ? “NO SMOKING POLICCY” will be applied. Provide smoking areas away from the work site. 4.2 Portable firefighting equipment 4.2.1 Training Training must be arranged for an adequate number of personnel to be trained in the use of portable firefighting equipment this will ensure that there are trained persons in every location where persons are working. 4.2.2 Provision and location of extinguishers. Adequate number of potable fire extinguishers must be made available throughout the site. The fire extinguishers must be located in conspicuous position close to exits on each floor. It is recommended that extinguishers be mounted off the floor at a height of approximately 1.0 meter and clearly signed fire point. In the open, it is recommended that extinguishers be situated in red painted open fronted boxes; the boxes will also be positioned above ground level with a sign “fire point” at a height easily seen above any intervening obstructions.

Appropriate fire extinguishers, e.g. carbon dioxide or dry powder; muster be provided, close to electrical distribution panels and other major items of electrical equipment. All mechanically propelled site plant will carry a suitable fire extinguisher. The adequacy of portable firefighting equipment must be reviewed as the work progress. 4.3 Fire procedure If a fire occurs, immediately carry out the actions listed below. ? ? ? ? ? ? ? ? ? 5 Activate the nearest manual alarm. Ring site security and give relevant details. Site security to alert fire service, emergency rescue team. Alert other personnel on site and remove any injured person(s) from immediate danger. If no personal risk is involved, an attempt will be made to extinguish the fire using nearest fire extinguisher or hoses. If in doubt, evacuate the premises and leave fire fighting to experts. Evacuate building following the evacuation procedure, Go to designated assembly point. Follow instructions

Fire Procedure If you discover a fire, immediately carry out the following actions.

Activate Nearest Alarm.

Ring Emergency No. Give relevant data in fire location, extent, etc.

Site Security to Alert Fire Service/Emergency Rescue Team

Alert other Personnel in the area.

If no personnel Risk involved, attempt to Extinguish Fire using Portable Extinguisher and Fire Hoses.

Evacuate Area as Evacuation procedure.
